The 21st Century ROAD to Housing Act was enacted as Public Law 119-101 on July 11, 2026. For allocators positioned in industrialized supply, it is a durable tailwind.

Capital that can no longer bid for existing homes must fund new construction. Horsepower already sits in the base that produces it.

Existing stock restricted

The Act restricts large institutional investors from acquiring existing single-family homes — while expressly exempting newly constructed homes.

Chassis requirement struck

It removed the long-standing permanent-chassis requirement from the federal housing code, clearing the central regulatory barrier to industrialized housing.

Financing modernized

It directed reforms to remove financing barriers to industrialized construction methods and modernized FHA financing.
